Which police forces have a tactical intervention group, what the Sûreté du Québec and the SPVM say about it, how a police officer gets in and what the Montreal agreement provides.
Full guide: Police officer salary in Quebec
The GTI is a police force's tactical intervention group (groupe tactique d'intervention). A police officer gets in through internal selection. In Quebec, the Règlement sur les services policiers places this service at level 4. It is therefore the responsibility of the Service de police de la Ville de Québec, the Service de police de la Ville de Montréal and the Sûreté du Québec (Quebec's provincial police). This text applies to women and men police officers alike.
What the Regulation says
Section 70 of the Police Act (chapter P-13.1) sets six levels of service according to the population served. The Règlement sur les services policiers que les corps de police municipaux et la Sûreté du Québec doivent fournir selon leur niveau de compétence (chapter P-13.1, r. 6) lists the services for each level.
| Level | Population served | Support service under the Regulation | Police forces according to Québec.ca |
|---|---|---|---|
| 3 | 250,000 to 499,999 inhabitants | Intervention group (section 4) | Gatineau, Laval, Longueuil |
| 4 | 500,000 to 999,999 inhabitants | Tactical intervention group (section 5) | Quebec City |
| 5 | 1,000,000 inhabitants or more | Services of levels 1 to 4 and services specific to level 5 (section 6) | Montreal |
| 6 | No population threshold | Services of levels 1 to 5 and services specific to level 6 (section 7) | Sûreté du Québec |

The Regulation distinguishes two services. The "intervention group" appears at level 3. The "tactical intervention group" appears at level 4, along with high-risk intervention. The Regulation defines neither one.
Level 1 and level 2 police forces do not have to provide this service. Section 70 of the Act provides that the Sûreté du Québec provides the services of the level above the one required of a municipal police force, unless the minister authorizes the latter to provide services of other levels.
The Sûreté du Québec GTI
The Sûreté du Québec presents its tactical intervention groups on the "Services spécialisés" page of its website. It writes that their primary mission is to intervene in hostage takings. The GTIs also support Sûreté units and municipal police services in high-risk operations.
The same page states that members generally work in teams of seven. Their bases are in Quebec City for eastern Quebec, and in Saint-Hubert or Mascouche for the west. The page gives neither the number of members nor the conditions for applying.
The SPVM GTI
The Service de police de la Ville de Montréal describes its GTI as a team specialized in high-risk interventions. Its page names four areas: armed intervention, close protection, underwater diving and safe handling of explosives.
The SPVM gives two figures for the same year. Its GTI page writes that nearly 600 interventions were carried out in 2023. A news item of April 18, 2024 speaks of more than 600 interventions for "last year".
How a police officer gets in
The SPVM writes that the selection process is rigorous and the training is demanding. It publishes neither the tests nor a minimum number of years of service.
The 2022-2026 collective agreement between the Ville de Montréal and the Fraternité des policiers et policières de Montréal gives the framework. You join the GTI by transfer, that is, a permanent move from one function to another. Three rules apply.
- The Service may hold an annual selection process for the positions of tactical intervention officer and tactical intervention supervisor (paragraph 7.01)
- The seniority principle does not apply to police officers attached to the Tactical Intervention Group (paragraph 7.04)
- A police officer newly transferred to the GTI is accompanied by a designated colleague for 26 weeks (paragraphs 13.15 and 13.20)
For the Sûreté du Québec and the Service de police de la Ville de Québec, we have read no official document describing the selection or the years of service required. This article therefore says nothing about them.
Pay at the SPVM GTI
The Montreal collective agreement provides no premium specific to the GTI. It provides a "specialist" scale. A note in article II specifies that the specialist is the police officer who holds a position in four fields of activity: forensic identification, collision reconstruction, technological crime and the tactical intervention group.
| Rank or position | Annual salary in 2026 | Share of the first-class constable's salary |
|---|---|---|
| First-class constable, after 72 months | $97,377 | 100.00% |
| First-class specialist constable, after 72 months | $102,246 | 105.00% |
| Senior officer or specialist ACCQ | $105,313 | 108.15% |
| Neighbourhood supervising sergeant | $113,493 | 116.55% |
| Specialist supervising sergeant | $118,898 | 122.10% |

The gap between the first-class constable and the first-class specialist constable is $4,869 a year in 2026, by our calculation. The scale contains no "specialist" line below first class. The agreement also mentions a specialty premium, without giving its rate in the passages we read.
We read this text on the Ville de Montréal website. We have read neither the Sûreté du Québec police officers' employment contract nor the Ville de Québec agreement. This article therefore gives no salary for their GTI.
This text summarizes public documents. It is neither legal advice nor union advice.

Frequently asked questions
What is the GTI?
GTI stands for groupe tactique d'intervention, or tactical intervention group. The SPVM describes its own as a team specialized in high-risk interventions. The Sûreté du Québec writes that the primary mission of its GTIs is to intervene in hostage takings.
What is the Tactical Intervention Group (GTI)?
It is a support service listed in section 5 of the Règlement sur les services policiers (chapter P-13.1, r. 6). It is one of the level 4 services, which a police force serving 500,000 to 999,999 inhabitants must provide. Levels 5 and 6 include them too.
How do you join the GTI?
You must first be a police officer in a police force that has a GTI. At the SPVM, you join by transfer, and the 2022-2026 collective agreement allows the Service to hold an annual selection process for the tactical intervention officer position. The SPVM calls this process rigorous and does not publish its steps.
How do you get into the GTI?
The Sûreté du Québec page on its tactical intervention groups gives no entry conditions. We found no official document setting a number of years of service for the Sûreté GTI or the Ville de Québec GTI. Ask your police force's human resources department.
What is the salary of a Tactical Intervention Group member in Quebec?
The only official figure we read is Montreal's. The first-class specialist constable, after 72 months, earns $102,246 a year in 2026, compared with $97,377 for the first-class constable. The specialist supervising sergeant earns $118,898.
What is the equivalent of SWAT in Canada?
In Quebec, it is the tactical intervention group. The Montreal police collective agreement itself writes "groupe tactique d'intervention (SWAT)" in a letter of agreement. The Royal Canadian Mounted Police uses the same name in French, Groupe tactique d'intervention (GTI), for its teams.
